How do I configure static routes?

We're in the process of migrating from 2007 to 2010, and have 4 pilot servers nearly ready for users. The only stumbling block we have is communication between our replication networks. Our subnets are as follows:

Site A: 10.181.6.x
Site B: 10.15.70.x

I have tried various NETSH commands but cannot ping between servers on the two subnets, though I can ping the routers on the opposite subnets (i.e. from 10.181.6.75 I can ping 10.15.70.1). I can ping between servers on the same subnet - with ir without any static routes. Can someone please tell me what I'm doing wrong?
