How do I configure a custom user interface under Windows XP Home?

I would like to know if there is a way to set up a custom user interface under Windows XP Home Edition.

In XP Pro and Win2K, this can be accomplished using gpedit.msc by configuring the "Custom user interface" entry under Local Computer Policy -> User Configuration -> Administrative Templates -> System.

However, gpedit.msc is not available for XP Home. I am sure that I have seen this done, but I cannot find any documentation online.

Can anyone offer any advice?
