How do I clone a drive that has CP/M partitions?

I am trying to clone a drive that has "DR DOS" and CP/M partitions. All of the files are being copied (DOS and CP/M), however, the new drive will not initialize when installed.
 
When you originally fdsik'ed the new drive did you remember to set an active partition?
 
I was using "DOS GHOST" to clone a blank drive. If I understand correctly, all of the partition information is copied including the fat sector.
