how do I buy July version of VBA 6.2?

Hello-

I purchased the eval copy of VBA 6.2 and it came with English only. (March release)

According to this site:

there was a July refresh to include other languages.

ps- I sure would like to know why Microsoft won't allow the download of VBA eval through MSDN Professional. If it can be purchased for $8, why do they require MSDN Universal, which costs $2K? Logic doesn't seem to apply.
