How do I blur small portions within a clip

I have a small portion within a clip in one of my projects that needs blurring out. For example, blurring out someone's face so they can not be recognized. Can anyone give me any assitance with this? thanks

The only way I can think of doing that is by making a transparancy image in Photoshop with a blur in the center, than import it into Premiere as a file then use the motion paths under video effects to move it around and blur the face that way. *After Effects would be sooooo much easier*
