How do I block users dialing a number?

Hi:
I have an opt61, rel,25.
I'm trying to block an 800 toll number.
How do I? Could someone provide the loads and steps?
My company wants to block calls going to the AT&T conference service. We have an interal conference bridge and want to get the employees out of the habit of calling AT&T.
