How do I advertise/route Class C Network?

I have an IP Class C network assigned to my organization by APNIC - Asia Pacific NIC. It is not routed currently i.e. it is not live on the Internet.

My goal is to get it routed and visible on the net and I want to know:
(i) If this will be possible given my setup detailed below.
(ii) How do I go about getting this done.

Currently: I have an ADSL2+ connection to an Internet Service Provider. I use a fairly standard but well reviewed ADSL2+ consumer modem/router. The ISP has assigned me a single static public IP address which is routed to my ADSL service/line/modem/router. Can the ISP (assume they are willing) instead route to my modem as the assigned Class C address e.g. 203.111.222.1 (the first address in the range of 254 addresses) and then I configure my modem to assign using DHCP to machines on my LAN from my class C allocation? Or do I need to buy a router or some other piece of hardware or set up a linux box etc.? Currently I have a Windows 2008 Server Domain set up on the LAN side of things if that is relevant.

Basically I am not a networking expert (I'm a developer) and need some basic pointers on how I can achieve this.
 
Get a router, let him do nat and configure virtual server do the port forwarding. DHCP and DNS is already running on the Server?!, so you would only reference the isp´s dns for external lookup.
