How do I add colour to a Line Art map 1

I have copied a complex black and white map using PSP7 in the Line Art mode but because there is no colour on it PSP will not allow me to add colour patches to certain areas. All I can manage to get is every tool in black.

Can someone please help. Surely one must be able to do this kind of thing? Copying the map in colour I found broke up all the diagonal lines into saw-tooth images.
