In FrontPage, a second page can easily be added. Load your page, go to Navigation View, right click on your page and in the pop up window, click New Page.

Or

Load Help, in the Answer Wizard type "Add New Page" or "Add a Page to a Web". There you will see several ways to add pages. Creating a hyperlink to a new page is also covered there.
