How do I activate Microsoft's Script debugger in ME ?

<b>After downloading Microsoft's Script Debugger I am told the line number where an error occurs but no stack window, no breakpoints no icons etc.....I have windows ME.
how do I get all the functionality that is a part of the debugger?
