how do API calls from VB work?

Hi,

I checked the FAQ'a but nothing there, so I hope know one minds me posting a simple question.

I have the following code in a module in my vb project, i call it from my main code window to hide the taskbar, its works just fine, but I really dont understand what is happening. Any guidence appreciated,
