How do allow restricted users access to restricted programs

Hi all
Ineed to give acces to a restricted user account to a program.How do I go about it in XP home?

Boot into Safe Mode and log in under the built-in Administrator account. Find the program you are wishing to grant access to and right-click the executable. Select the 'Security' tab and add the user account to the list and grant them the proper permission you want them to have for the program.
