how delete file in Tomcat ROOT directory

hello,
i create with jsp text files in webapps/RooT directory
of Tomcat.
Now f i want to delete this file, i must shutdown tomcat and
dann delete!!
Whay i can't delete my files manually or from
applikation ??
what should to be changed in Tomcat ?
