How create a dll file with VHDL?

How could I create a ".dll" file written with VHDL to use it in another bigger programme (like Delphi or C programe)?
Is it possibble? How?

VHDL is a language for design Hardware. For what purpose do you need dll library. I do not understand, what you expected from this library. I think it is not even posible.
