How could I create something like this picture ?

I would say that this is something more appropriate for Adobe Photoshop.

There you would ad each of the elements on a separate layer.

Take the runners for instance...

Place a black and white image of the runners on layer 1.
Select all the black areas. Just click in one area and then use select similar.

Use the gradation tools to ad the color sunburst effect you can redo it until it looks the way you want it to or use the Airbrush Tool.

Now you can ad the artwork of the trees, and do the same thing on another layer.

You can move the layers to put the one you want on top and change the transparency of the layers to get the effect you want.

Just keep adding your elements and working with the layers until it looks the way you want it to.

When you are finished you can collapse the layers and save it any format you want.

You can do something similar in Illustrator but I would do it in Photoshop because of all the gradation and transparency involved.

I'd do it in AI, cause then it's easier to edit. Gradients and transparencies are possible in AI, & I'm just partial to vector files.
use auto trace to get vectors of your shapes, or trace with the pen tool. Once you have your shapes, just color to suit with gradients and transparencies. And, of course, you're still able to reap the benefits of using layers.

I use both illustrator ad photoshop for this style of art in my designs at work. This first image with the guys running, that is just a bunch of individual clipart like images put together into a scene. below are the steps i do to creat something like that.


(Use this tutorial to get your art really sharp then export this to illustrator and live trace.)

in the end you will have individual live traced VECTOR images that you can edit individualy or as a group. in the case of your first image, like i said before is made of separate images each vectored and then grouped together to allow for a gradient that is then added.

Hope that helps. Just so you know, lots of companies swear by this type of illustration!
 
How could I create or find Black&white clipart ?
 
take a image (Like of a guy running) and trace him or her in Photoshop using the path tool then click on the paths palate there is a little arrow in the top right corner click on that and make the path a selection this will give you little marching ants. Copy and paste into a new doc. or invert the selection and delete the background so that all you have is the image you traced. Make sure it is on a separate layer so that there is no background and the transparency layer is showing re invert your selection. Now double click on the layers palates image of the selection (Runner) up will pop up another palate click on stroke and turn the stroke black and then exit out of that palate so that all you see is your image with a the stroke. Next convert your image to greyscale. Now use the curves action to create a threshold. you can also use threshold for this. This will convert your image into a clipart complete with a black stroke that you can vector and color in the white if need be.

to make it a silouette you would fill in your selection into black then convert it greyscale then follow the previous tutorial i linked earlier to get a good edge and then live trace.

HA HA so many options for such a small piece of clip-art huh?
 
what about just auto-tracing the original image of the runner, then just weld all the parts and make it black; no need for Photoshop, right?

yes, but the live trace function is still pretty limited. I find i have much better control using photoshop to prepare my images to be live-traced that way they look sharp and clean and without loss.

if you were to live trace just the runner and other parts without cleaning up the edges you will lose a lot of info, or points. The live trace will just turn those needed points to make curves into straight lines and unneeded curves. you runner will look like a chopped up mess.
