How can you set the system on a debug/non-debug mode?
 
This is a very very general question. What do you mean the whole system?

You have the /etc/syslog.conf file, within which you can specify the different error logging levels for different parameters. You could switch some of these on, e.g.

mail.debug /var/adm/syslog/mail.log
*.debug;daemon,mail,local5.none /var/adm/syslog/syslog.log
daemon.debug /var/adm/syslog/daemon.log
local5.debug /var/opt/utrac/utrac.log
*.alert /dev/console
*.alert root
*.emerg *

Remember to stop and start syslog
