How can you put a dynamic form on the web?

Hello,
I have created a database using Access 97 for exam papers. It contains a form which lets the user choose which exam paper they want to look at (through combo boxes) and then they can click on a command button which opens the relevant file.
My problem is in trying to put this on my library's website. I'm not sure how to do this for a dynamic form such as this. I've tried using the 'Save as HTML' and 'Save as/Export' options but I'm not sure what I'm doing wrong.
Any help would be appreciated.
