HOW CAN YOU CREATE A BORDER IN MS WORD THAT DUPLICATES FOR EACH PAGE?

I need to figure out a way to create a border with a title block as a type of standard format that is used when creating new documents. Putting data into a header or footer replicates that information as the pages increase with the doucment. Can something be done outside of the header and footer area to replicate information such as putting a border in a document without having to paste it into every page. some of these doucments are over 150 pages.
 
use Page Setup and make it your default.

In Word 2003 and earlier, Format/Borders and Shading/Page Borders will let you add the border of your choice to the entire document.

creating a template may be another option
