How can we open a File Aid from rexx program?

I won't say what you're trying to do is impossible (because it isn't), but I will say that this is not something a novice will be able to do (and you appear to be a novice).
It is beyond the scope of this forum to detail what needs to be done for this, largely because that is somewhat dependent on your particular installation. Almost certainly there are experts who actually work nearby whom you can pump for wisdom, and you should do that.
When you get to the point of doing this task, you will no longer be a novice.
