If SPN 016 alows the call, wouldn't this block the country code from being outpulsed? The country code is 63, but the 6 would not outpulse?
 
SPN 016 tells the OPT11 to direct numbers beginning with 016 to access RLB 10, after the ACx number is dialled. The SPN also stipulates a number of a maximum of 10 digits long, (FLEN = 10), this length doesn't include the ACx code. The SPN has nothing to do with ALOW, or DENY of the call. You need to PRT RLB 10 in LD86 & see what Route is used. If you want to see what barring is applied to this call type you would need check
LD87 - NCOS to FRL mapping
LD16 - RDB, see how the FRL are mapped
LD49 - NFCR definition
LD10/11 what NCOS values affect what extns
 
After further checks I discovered that SPN 016 which directs the call to route list 10, will complete the call because this RLI has FRL=1 and the calling set also has a NCOS=1. It was assumed that in this case the NCOS=4. This has to be investigated. Thanks for the info!

Would it be correct to create a new SPN 01 to handle the
Automatic and Operator Assisted Calls
01+Country Code+Routing(City Code)+Local Number?
