How can one restrict download speed?

OK, I know that most people want to go faster and faster on the Internet, but does anybody know a way of restricting the speed of the incoming traffic?

I want to test a web site using various "download" speeds. I have a fast, broadband connection, but I would like to know how the site appears when downloaded at, say, 5, 10, 20 or 50 Kbps.

Any and all help appreciated.
 
In the Linux forums we have talked about bandwidth throttling tools MANY times.
You can also profile a smart switch.
You can tell your Cisco router to throttle the connection.
