How can one come a legitimate Progress 4gl developer?

I am working in a company that uses progress 4gl. But i know of some companies that are willing to buy licenses for a runtime of progress but not the development tool. Can the programs developed by a programmer who "shares" development licenses with others, legal?
 
I guess it all depends on copyright of the individual components of the program that is to be created. If the code is pure ASCII and developed entirely by the programmer then the copyright in the code originates with the author, although it may be assigned (check law in all relevant countries!). ("the program could have been created with a text editor..."). If you use any sample code or component objects which are provided by Progress with the development license then you may well be on dodgy ground, unless the runtime licenses on the site also allow the user to use the code. If you are using something like the GUI tools where the code framework and the widget definitions are autogenerated then it is very unlikely that you could claim rights in that autogenerated code. From a software house perspective, many clients may not have a development license and the license for the development tools probably allows dissemination of compiled or encrypted Progress-developed source code to end users with a Progress runtime license if it forms part of the final product. The question of illegality is likely to occur if a developer uses an unlicensed development kit and distributes any Progress-developed components and autogenerated code sections, as well as the illegality of using the unlicensed developer kit. The only way to stay legal when using a developer kit is to have licensed it - if the license is to one legal entity (person, company, etc) then "sharing it" is unlikely to be acceptable.

I am searching for ways to become a progress developer and would like information on how to go about becoming one. Also, wanted to inquire parts of the contry where progress is booming and will continue to do so.

This is finally a way for people to learn to program with Progress without paying.
(I have not tried it, as I work with a REAL development licence, lucky me :))
