how can i tell if soundcard has 16-bit recording? 1

is it standard?

its a dell optiplex gx520 with Analog Devices ADI 198x Integrated Audio
 
It should be standard - 16 bit. One way would be to record something and save as a standard .wav file then look at the file properties - sample rate/sample size should be shown. Typical would be sample size 16 bit, sample rate 44kHz

You should record at the highest rate possible, edit your sound files if necessary, then convert to your final format/bit level.
