How can I stop users to go to Control panel?

Start -> Run -> gpedit.msc
Local Computer Policy -> user Configuration -> Admin Templates -> Windows Components -> Microsoft Management Console -> Resricted/permitted Snap-ins.
There are other settings in group policy edit to lock down other parts of the system.
