How can I stop Jetdirects from broadcasting?

Most newer JetDirect cards have the possibility to disable SNMP from the EWS (Embedded Webserver) Did you try that ?
Else I would suggest to make a telnet connection to the card to enable/disable the various protocols and services from there.

You could always call the FCC and report them... they'd lose their broadcasting license.

You can disable it using the JetDirect software which will have come with the JD card.
