How can I stop Active Desktop?

Running WIN98SE - previous user changed to Active Desktop. Have tried changing Properties to not display Desktop as a Web Page but this has no effect. Also tried changing properties for folder but WIN98 ignore changes - Redmond Knows Best!

How can I get the PC to revert to normal, e.g. double click desk top.
