How can I stop access to disk from IE ?

I made a Windows shell (it's a program that starts on an user instead of explorer and let's that user open just some programms that I let him to), this is made by not starting explorer as the primary shell from registry and a second barrier is a file in wich I remember the programms that a user is alowed to use and closes any other programm that the user may start. But from IE if i write C: in the addres bar it opens the disk. How can I stop it from doing this? P.S. Sorry for my english.:)
 
Maybe it is possible to mark the local disk as a restricted site in Tools , Internet Options , Security (?)
