How can i slow down my sent packets to a selected server.

i would like to slow down some of the packets which are sent to a selected server, i do not know how to do it, but i know it can be done.

its for a game i play, and i use the same server every day.
 
You'll have to be a bit more clear. Slow down in what sense? Reduce traffic or increase latency?

ummm. well i dont know much about latency, But i think is the traffic, which is sent from my computer to the server.

so, i would like some of my packets, to be dropped before they get to the server, i think thats correct. if not you can help me out abit on traffic and latency?
