How can I simulate a remote user with AAA?

Hi, Is it possible to simulate a remote user authenticating on a NAS without the user dialing in? Perhaps by connecting through one LAN interface, with the TACACS+ Server runnning on the other LAN interface on the router. Or does a user have to dial in via the AUX/TTY line or a BRI interface?
