How can I route this call?

All extensions are H.323 IP on Ericsson 4425 handsets. System is TSE 3.2 sp2.

We have a main number 4300 which is going to reception (normal handset). We need it so that when she's busy or doesn't answer the calls roll over to a group of users (we have an analogue extension monitored by 3 handsets) and if they don't answer the call goes to the reception voicemail.

The problem is the users complain that their MNS's still ring even if they are on a call. But they don't want to turn the ringing off.

I can't see a simple solution to this. With IP handsets you are badly limited by functions.
