how can i remotely shutdown pc from another using windows98?

We have several computers running on windows98. These computers are all connected to a network without really having a server but are only using a single workgroup.

i have tried InitiateSystemShutdown but the system have no response. later i found out that it only supports Windows NT and above. Windows 98 and Me are not supported.

How can i remotely reboot or shutdown a workstation from another using a windows 98 os?
