How Can I "remove" entries from a workstation's ECL

I know that I can "refresh" workstation ECL's with an email message and button sent out to our users.
My question, how can I "scan" a users workstation ECL and remove all entries except for the ones that we know that they must have.

We want only a designated userid "Notes Developer/BCSC" plus the required Lotus Notes id's.

Any assistance on this would be most helpful.
