How can I "reclaim" my cgi form data?

I have an Email form on my business Web site. Emails come to me in Outlook as cgi form data. Some pitiful little moron sent a form filled out with garbage. Now they have automated a utility somewhere that sends dozens of junk emails via that form everyday. Even though I have disabled the form on my Web site, the junk cgi's keep coming. I have also created a filter that sends cgi's to the trash. But I wish to stop this mindless foolishness, and I wish to be able to restore the Email form so my customers can use it.

How can I:
1. find out who is doing this and stop them?
2. find out if the utility that sends the garbage every day
is hiding on my computer?
2. reclaim my web site email form?

Thanks in advance for your ideas!
 
Could I at least get some input on how I might at least find and eradicate the source of the daily cgi spam? Can someone recommend a good application for dealing with such things? It seems that the spyware, malware and virus software I currently use are oblivious to it.
