How can I prevent moving folders?

Is there anyway I can monitor and\or restrict user from moving folders? We have had 2 instances in the last 2 weeks wherein huge portions of a directory have mysteriously moved. We suspect someone is accidently dragging & dropping the files, but there's nothing in the event viewer about it. Any suggestions or 3rd party software that might help?
