You could develop an application using the Crystal runtime components (if you own a Crystal Developer or Advanced license). These runtime components give you methods and properties that allow you to load a Crystal report and set parameters for it (among many other things).

If all you need to do is view the report, have a look at the list of "Viewers". Otherwise, consider one of the "Report Managers". Note: not all of them support command line arguments or the same command line argument options.
