1. Copy the folder.
2. Reconfigure all IIS sites to use the new location.
3. Do an IIS reset to release all file handles on the C drive
4. Remove the old folder.

Those instructions are kind of intimidating. My thought was that I needed to run the script to be able to run asp.net and cgi applications, and I thought that your instructions applied only for static websites.
Nope, when you do it manually, all of your NTFS permissions will remain, as will the settings in IIS since you are just changing the folders, not removing the site and recreating it.
