How can I monitor another program and alarm if it crashes?

I am a complete novice in VB but have been set a task to try and resolve.

I need to be able to run an exe file (say monitor.exe) that will look for a completely different exe file (tcp_client.exe - written for us in VB) to be running.

If the monitor.exe file detects that the tcp_client.exe file has crashed, stopped responding, or fallen over, I need it to sound an alarm (looping beep?) until cleared.

Is this easy?

Any thoughts would be appreciated.

I have no code started as I am not sure really how to tackle this problem.
