HOW CAN I MAKE THE FRAMES PAGE LOAD AUTOMATICALLY?

Our home page, index.html is a frames page that has a navigation frame at the top and then the other necessary pages display in the bottom section. This works fine.

However if a visitor finds a link to one of the pages at the bottom through a search engine and jumps to that link the frames page does not start up. How can I make the frames page load automatically regardless of the page being viewed?
 
One reason I stopped using frames.
You could make sure there's a "home" link on each page.
 
There's a tip out there that tells you how to do this. It checks to see if the current page is the "top" or not, and if it isn't it redirects to whatever page you want it to. I was using this before our site crashed and I started using includes instead and putting in nocache commands for pages I didn't want the search engines to google.
