Well finally I have my Exchange5.5 server working. I would like to thank you all of does who help me fix my original problem. But now I have another question;

How can I make sure that no outsider are using my exchange server for there relaying....?

To test for an open relay use:

"telnet mail-abuse.org" from the exchange server. It will run series of tests to make sure you have closed the holes.
