The way to tackle this problem is to set unnumbered markers whilst the timeline or a clip is playing.
Start the playback and tap the asterisk key on the numeric keypad on the beat (or whatever). The markers may well not appear until you stop the playback, but with a little practice you can easily set up the sort of skeleton you want.
If you have a music track to which you wish to cut on other tracks, then lock the music track so it stays put.
Another way to use timeline markers is via the Automate to Timeline command from the project window when in the thumbnail view.
