How can I make a .lib file

I have a library file that was created in quick c. I believe that I am getting errors with it in VC++ because it is 16 bit. This file was created by the programmer of the original dll. It is not a standard library file. So how can I re-create this?

How does a library file get created? I have taken the code from the original source and I get linker errors. I need to be able to re-create this file.
