How can I limit both the development and output screens to 800x600?

I need to develop my ASP site to cater to 800x600 screen size. I can't get the development environment to do this. I can do it manually, but anytime I center anything, it isn't correct. And, I have to always watch exactly where I hit return in order to not change the size of the output screen.

one trick i do is this: i put my whole page in an overal table with 1 'column' and 1 'row'. In the <table> tage you can define the width and height. You still must take care of long pages, but in general your layout is 'fixed'.

Another trick: use an <IFRAME> (IE only i believe; i only program intranet applications and they only have to run on IE)
