How can I keep Windows 98 Agent from being turned off?

Running Exec 8.6 on a Windows 2000 Server. I have the Windows 98 Client agent installed on a workstation. Is there a way to keep users from clicking on the icon in the system tray and then turning off the agent? It is very important that the backup over the network not fail because the client agent has been turned off. Anyone know the trick to keeping it on or at least hiding the icon in the tray?
