How Can I Increase the Number of Skillsets 1

I have tried to add a new skillset and got an error messages that says:

Add Failed: Skillset EM_Complaints_FoodServices could not be added/updated.
Error: -2147220475 The number of items you are adding exceeds the currently configured maximum value. Increase the configured value on the Parameters page of the Historical Statistics Configuration window, and then try again. [1029]

I can see where I need to increase the number in Historical Statics Configuration, but if I change it it does not "stick". What is the process for increasing this value, do I need to stop/start services?

No, this is done on the fly. Does the account you are logging in with have permission to make changes to Historical Configuration? These settings are not meant to change without giving some thought to overall capacity planning, and so change permission is usually restricted to an admin account. Also, make sure you check the impact of your change in the capacity estimator portion of that screen before applying your change, to be sure you are not exceeding capacity.
