Please give me some opinions about how can I carry business intelligence about cognos into execution.

I would suggest start in a focus area of your company business with very basic and informative report either in powerplay or impromptu or both. Once you get basic acceptance move forward to more intensive reporting

It might also be sensible to initially create Cognos reports which match existing business reports. In this way, you can verify the figures that you produce and also ease acceptance of Cognos. A good 'win' is to produce a report for users faster than their usual source/channel.
If you get a couple of 'power users' on your side, then word of mouth will help you in getting time with other people for assistance & feedback.
