How can I get users to download user settings from the server?

I have Windows 98 clients and an NT 4.0 server. I'm looking for a way to take a .DAT file or a .MAN file and have clients download it at logon. I have researched and found that a .MAN file is a manditory file that a client would need to get from the server, but I can't find any documentation on what settings we need for it to work. I have tried a few different things with no results. What settings would be needed? Any information at all would be helpful.
 
I haven't used NT4 Server in awhile, but I'll try to refresh my memory.

First off, you can't use profiles with Windows 98 clients. You can only use profiles with Windows NT clients. Put the ntuser.man file on a network share. Go into User Manager for Domains and select the user that you want to use the mandatory profile. Under the user accounts properties, specify the UNC path to the share where it says Profile. This will force the mandatory profile for the user when they log on to the domain.

Again, I want to point out that I'm doing this from memory and I don't have any NT servers or workstations in front of me. I haven't use either in about 2 years.
