How can I get to 3904 flash version 90

Here's my Iss:
Version 2121
Release 3
Issie 00

My 3904 phone is Core 2.4
Flash 8.7

I want to get flash 9.0. Am I able to get there with pack updates or do I have to upgrade to Succession 4.5 or am I way off base?
