What do you mean by fix?

It looks like moire effect, like you took the picture thru a screen on a window.

 
What I mean by fix is to make the shirt all one color with all the wavy lines.

 
Wow not easy but it probably can be done with the clone tool and or healing brush and patience.

I would blow up the pic and start with the clone tool (on a small area at a time) being careful to choose areas with similar shading.

How did this happen? I does look like classic moire.
 
What I did before was find a picture of someone wearing a shirt, roughly the same build and all that and just cloned the good shirt over the bad portion of the picture. But I had to do the whole shirt. It worked quite well and it's a lot easier to clone a whole new shirt in rather than going into that detail.
 
You can make the shirt all one color with the wavy lines by:

1. Select the shirt.
2. Desaturate the selected area with, for example, the channel mixer.
2. Add a new layer, and fill the layer with a color.
3. Change the blending mode of the color layer. For example, change it to Color. Adjust the color, with the paint bucket, until you get the shade you want.
