How can I find out why messages do not reach recipient?

It has been brought to my attention that messages sent to foreign recipients with domain such as it.com.pe or any domain where the .pe (country code) is used, do not ever reach their final destination.

What is worse is that we do not get any kind of notices saying that it failed or that it was rejected ...

How does one troubleshoot something like this?
