How can I edit Windows ScreenSavers?

Does anyone know about any programs that I can use to edit/create windows screensavers (ie. "3D Pipes.scr")? I want to be able to change the characteristics of a screensavers so it will run a different way (ie. scrolling marquee at 45°)
 
Screen savers are Win32 applications renamed from <whatever>.exe to <whatever>.scr

I just can't seem to get back my IntelliSense
 
I can see that they are win32 applications, but do you know how to edit them?
 
ummm... you don't once they are compiled into PE format.

To modify a program you edit the source code then use a compiler to compile the code into the PE file.
